Town Manager Katie King announced the Town has hired Elizabeth LaRosee as the new Deputy Town Manager/Director of Operations, bringing with her more than a decade of public sector experience. LaRosee joins Needham after serving the Town of Randolph for 11 years in several key leadership roles.
During her tenure in Randolph, LaRosee served as the Director of Library, Recreation, and Community Programs for five years, a role in which she had direct oversight of five departmental budgets, capital improvement projects, grants, and ARPA funds, while supervising operations for facilities including libraries, parks, recreational buildings, and public amenities. In this capacity, she also served as the Town’s Communications Manager and a member of the Town’s Emergency Management Team during the COVID-19 pandemic.
LaRosee’s earlier experience includes serving as Library Director and Assistant Director at the Turner Free Library in Randolph for six years, where she launched innovative technology programs and expanded community services. She also served as a Reference Librarian at the Needham Free Public Library and began her career in data analysis and project management in the healthcare sector.
“Liz’s proven leadership in municipal management makes her an excellent choice for Deputy Town Manager,” said King. “Her experience coordinating complex operations, managing budgets, and fostering innovation will be a tremendous asset to the Town.”
LaRosee expressed her enthusiasm for joining the Needham leadership team. “I am honored to return to the Town of Needham and serve in this new role,” she said. “Needham has a strong tradition of community partnership and I look forward to working with residents, staff, and local leaders to build on that tradition and to ensure Needham continues to be the vibrant community it is today.”
LaRosee holds a Master of Science in Library and Information Science from Simmons College and a Bachelor of Arts in Political Science from Boston University. In addition, she has earned professional certificates in Local Government and Leadership Management from the Massachusetts Municipal Association and Suffolk University, as well as in Diversity & Inclusion from Cornell University.
